October Fishing at Rough River Lake: Cooling Water, Falling Levels and a Moving Target

Seasonal observations from the Rough River Lake Living newsletter.

October is not one fishing pattern on Rough River Lake.

It is a month of transition.

Water temperatures are cooling, the lake begins its seasonal drawdown around the middle of the month, forage is moving, and several feet of shoreline can disappear before October is over.

That means the spot producing fish during the first week of October may look completely different three weeks later.

The best approach this month is not to memorize one depth or one bait. It is to understand what the lake is doing, then adjust with it.

What Makes October Different at Rough River?

Three things are happening at roughly the same time:

  1. The water is cooling
  2. The lake level begins falling
  3. Baitfish and predator fish are moving

Each one can change where fish set up.

Cooling water opens more of the lake

During summer, reservoirs can develop strong temperature and oxygen differences between shallow and deep water. As surface water cools during fall, seasonal mixing can redistribute oxygen through more of the water column.

A U.S. Geological Survey reservoir study found that fall turnover generally restored well-oxygenated conditions throughout the water column after summer oxygen depletion at depth. That does not mean Rough River turns over on a particular date every October, but it helps explain why cooling reservoirs can offer fish more usable habitat than they had during the hottest part of summer. USGS

For anglers, the important point is simple:

Do not assume fish have to remain at the same depth they were using in August or September.

As conditions improve, both forage and predator fish can use different portions of the lake.

Then the Water Starts Falling

Rough River currently operates with a 490-foot summer-pool target, while the Corps lists 470 feet as winter pool. LRD

The transition does not happen overnight.

Historical Corps records show how different October can look from one year to another.

In 2024, Rough River finished October at approximately 481.33 feet. In 2025, the lake was still approximately 484.68 feet at the end of October after rainfall interrupted the decline. Lake Resource Locator

That is a major lesson for October fishing:

Fish the lake level, not the calendar.

A heavy rain can slow or temporarily reverse a falling-water pattern. Increased releases can accelerate it again.

Checking the lake level, inflow, outflow and recent trend before fishing may tell you more than knowing that it is October 20.

Rough River Has a Major Gizzard Shad Forage Base

One of the most important pieces of Rough River's fishing puzzle is its baitfish.

Kentucky fisheries research specifically identifies Rough River as having an abundant forage base of gizzard shad. In fact, that forage base was one reason hybrid striped bass were stocked in Rough River after the lake's white bass fishery declined. Kentucky Finance Website

That matters because several of Rough River's major predator species are following forage.

Research from another large reservoir gives us useful biological context. A 2025 telemetry study of adult gizzard shad found that the fish moved substantially farther during summer and fall than during winter and spring. This was not a Rough River study, so we should not use it to predict an exact Rough River location or depth. It does support the broader idea that fall shad populations can be highly mobile. Taylor & Francis Online

So when we say follow the bait in October, that is more than generic fishing advice.

On Rough River, anglers should be paying attention to:

  • Schools of bait on electronics
  • Surface activity
  • Birds working over bait
  • Creek mouths
  • Channel edges
  • Main-lake and secondary points
  • Flats adjacent to deeper water

Finding bait can eliminate a lot of empty water.

Crappie: Brush, Timber, Channels and Depth Control

Crappie may be one of the best opportunities on Rough River this October.

Kentucky Fish & Wildlife's current forecast rates the crappie fishery good and reports many fish over 11 inches caught in 2025. Their Rough River guidance points anglers toward brush and standing timber in roughly 12 to 18 feet during warmer conditions, then toward nearshore structure along the river channel as water levels fall during fall and early winter. Kentucky Finance Website

That gives us a good starting point, but local experience adds another layer.

Early October

Before the drawdown gets moving aggressively, start by checking:

  • Brush piles
  • Standing timber
  • Creek-channel cover
  • Brush near larger cove mouths
  • Structure with deeper water nearby

Do not assume the crappie will be sitting on the bottom.

They may suspend above brush or alongside timber, sometimes considerably higher in the water column than anglers expect.

A practical early-October setup is a small minnow-profile soft plastic on a light jighead.

Cast beyond a brush pile and retrieve the bait just above the top of the cover. If fish are tight to standing timber, vertically work a jig or minnow beside the tree and experiment with depth.

Live minnows remain a good option as well.

The important variable is often not the bait itself. It is whether the bait is being presented at the same depth as the fish.

When the Current Starts Moving

This is where local Rough River knowledge becomes particularly valuable.

Jeremy Mattingly of Crappie Monster lives near Rough River and has discussed how crappie react when water begins pulling through the reservoir.

In a 2026 interview, Mattingly described Rough River crappie moving back toward brush as current increases. He also explained that small baitfish can be affected by that current and move along creek-channel edges. He emphasized adjusting presentations in small depth increments until the productive depth is identified. Listen Notes

That observation fits well with the structure of Rough River itself.

A Kentucky fisheries study describes Rough as a highly dendritic reservoir with rocky ledges, mud and sand flats, standing timber in coves and creek mouths, and a mean depth of about 24 feet. Kentucky Finance Website

As the lake falls, those creek channels and the cover associated with them become increasingly important reference points.

A good late-October crappie search might look like this:

Find the creek channel. Find nearby brush or timber. Find the bait. Then determine the depth of the crappie.

That is much more useful than deciding beforehand that all October crappie should be in 10 feet, 15 feet or 20 feet.

Crappie baits and methods to try

For October, keep it fairly simple:

  • Small minnow-profile plastics
  • 1/16-ounce jigheads
  • 1/8-ounce jigheads when more weight is needed
  • Live minnows
  • Vertical jigging beside timber
  • Casting over brush
  • Slow trolling or longlining when fish are scattered or suspended

When fish are suspended over deep water, depth control becomes especially important.

Mattingly has described Rough River crappie sitting very high in the water column over much deeper water and stresses keeping the presentation at the fish's level rather than automatically dropping toward the bottom. Listen Notes

Bass: Follow the Shad, Then Adjust to Falling Water

Bass fishing in October has another variable that should not be ignored:

Rough River's abundant gizzard shad population.

If shad are moving, bass can move with them.

Early in October, I would spend time looking around:

  • Main-lake points
  • Secondary points
  • Creek mouths
  • Flats near channel edges
  • Channel swings
  • Areas where electronics show concentrations of bait

When bass are actively feeding on shad, start with something that resembles what they are chasing.

Good options include:

  • Soft-plastic jerkbaits
  • Jighead minnows
  • Shad-pattern crankbaits
  • Jerkbaits
  • Spinnerbaits
  • Topwater when fish are feeding near the surface

This also fits what we have already observed at Rough River during late summer and September, when bass and hybrids were periodically chasing baitfish around open water, points and cove mouths. Today at Rough River

Falling Water Changes the Bass Equation

Once Rough River begins dropping, anglers should be prepared for fish to reposition.

This is not just fishing folklore.

A peer-reviewed study tracking largemouth bass during a fall drawdown found that bass in the lake being lowered moved greater distances and used larger areas than bass in a nearby lake maintained at a stable level. The researchers concluded that water-level fluctuations can alter predator behavior. OUP Academic

Another telemetry study found largemouth bass moving away from backwaters and toward deeper shoreline areas when fall drawdown began. OUP Academic

Those were not Rough River studies, so they should not be treated as a map of exactly where Rough bass will go.

They do support an important October strategy:

Do not keep fishing disappearing shoreline cover just because it produced two weeks ago.

As the water falls, start giving more attention to:

  • Steeper banks
  • Channel swings
  • Main-lake and secondary points
  • The first significant depth change
  • Rock that continues into deeper water
  • Wood that remains submerged
  • Cover positioned near a creek or river channel

Bass baits as the lake falls

If fish are actively chasing bait, continue using faster shad imitations.

If the bite slows or fish begin relating more closely to structure, try:

  • Crawfish-colored jigs
  • Medium-diving crankbaits
  • Smaller soft plastics
  • Texas rigs
  • Jighead minnows worked deeper
  • Jerkbaits around suspended fish

The best bait will depend on depth, clarity, wind and activity level.

October is a good month to have both a moving bait and a slower presentation rigged.

What About Hybrid Striped Bass?

Do not overlook them.

Rough River supports an excellent hybrid striped bass population. Kentucky Fish & Wildlife's current forecast reports large numbers over 16 inches, many over 20 inches and fish exceeding 10 pounds. Kentucky Finance Website

The species also has a strong connection to Rough River's shad population.

KDFWR's Rough River hybrid research describes the abundant gizzard shad forage base that supported development of the hybrid fishery. Kentucky Finance Website

For October, watch for hybrids around:

  • Main-lake points
  • Open-water bait schools
  • Flats near deeper water
  • Creek mouths
  • Areas where birds or surface activity reveal feeding fish

If fish are pushing bait near the surface, a shad imitation can work quickly.

If electronics show bait and fish below the surface, try a swimbait, jigging spoon or other baitfish-profile lure at the depth of the school.

Research on hybrid striped bass in another fluctuating reservoir also found that the fish used deeper portions of the reservoir as water levels were reduced. Again, that does not prove Rough River hybrids will behave identically, but it provides additional reason to watch both depth and water level as October progresses. OUP Academic

A Better Way to Fish Rough River in October

Instead of thinking about October as four calendar weeks, think about the lake in terms of conditions.

If the lake is near 490 and relatively stable

Start with established summer-to-fall structure.

For crappie, look at brush and timber.

For bass, look for bait around points, flats and creek mouths.

Electronics can help determine whether fish are still relating to familiar cover or beginning to roam.

If the water is cooling quickly

Expect fish and bait to have more options.

Do not get locked into the exact depths that produced during summer.

Search vertically as well as horizontally.

If the lake is actively falling

Expect movement.

Look harder at creek channels, channel swings, steeper banks, points and cover that still has enough water around it.

Current may also begin influencing baitfish and crappie positioning.

If the Corps increases releases

Pay attention to current.

Look at how fish and bait position relative to structure rather than simply fishing the structure itself.

A brush pile on the current-facing side of a channel may fish very differently from one sitting in nearly dead water.

If heavy rain interrupts the drawdown

Reassess everything.

The 2025 Corps records are a good example. Rain temporarily pushed Rough River upward during October instead of allowing one continuous decline toward winter pool. Lake Resource Locator

A rising lake and a rapidly falling lake are two very different fishing situations.

An October Rough River Tackle Box

You do not need dozens of baits to cover most of the month's likely situations.

Crappie

  • Minnow-profile plastics
  • 1/16-ounce jigheads
  • 1/8-ounce jigheads
  • Live minnows
  • A setup suitable for vertical presentations
  • A trolling setup if you prefer covering water

Bass

  • Soft-plastic jerkbait
  • Jighead minnow
  • Shad-pattern crankbait
  • Jerkbait
  • Topwater
  • Crawfish-colored jig
  • Texas-rigged soft plastic

Hybrids

  • Swimbaits
  • Jigging spoons
  • Other shad-profile baits

Rather than choosing a lure because it is October, choose it based on what the fish are doing.

If predators are chasing shad, imitate shad.

If crappie are suspended over brush, put a small bait just above them.

If bass are holding tightly to a channel break or remaining cover, slow down and fish the structure.

The Most Important October Rule

Do not fish last week's pattern.

October changes quickly at Rough River.

Water temperature changes.

The Corps begins moving the lake toward winter pool.

Rain changes inflow.

Outflow changes.

Bait moves.

Fish move with it.

The most successful approach may be to check four things before every trip:

1. Lake level

Is it rising, stable or falling?

2. Rate of change

A lake falling a few hundredths of a foot per day is different from one dropping several inches.

3. Water temperature

Cooling water helps tell you where Rough River is in its seasonal transition.

4. Bait

Once you're on the water, electronics and surface activity can tell you whether you are fishing around life or empty water.

The calendar tells you it is October.

The lake tells you how to fish it.

Rough River October Quick Guide

Crappie: Start around brush and standing timber. As water falls, give increasing attention to creek channels, river-channel structure and remaining cover. Keep your bait at the fish's depth.

Bass: Follow gizzard shad around points, creek mouths and flats. Once the lake begins falling harder, spend more time around steeper contours, channel swings and cover that remains submerged.

Hybrids: Look for bait around main-lake points, flats and open water. Watch for birds and surface activity.

Best advice: Check the lake level, check the temperature, find the bait and be willing to move.

Current Rough River Fishing Regulations

As of the 2026 fishing season, both white and black crappie at Rough River Lake must measure at least 10 inches. Largemouth bass must measure at least 15 inches, with the applicable black bass limits listed by Kentucky Fish & Wildlife. Anglers should always verify the current regulations before keeping fish.
